You may want to checkout the GTS (Germany)webpage referenced in some previous postings. I think they have a style of seat which is just a single in a style that covers the regulator. I don't remember for sure.
There is the long distance international trade issue, but it sounds like a whole lot less of a hassle than what Justin describes, although you probably want to get the sissy bar off regardless. At least the electronics would not be a problem.
